Just to make it clear here...

As far as we know, this is NOT officially licensed. This was some fanmade rom hack of 007: Rogue Agent. Not exactly sure on who did this, but I believe Casamassina said the claim of it being "made by a real development studio for a big developer" just to fool us into thinking that it's real. Or maybe he got it from someone who pretended to be a person from a big publisher? I don't know who's to blame for this stupid rumor, but SOMEONE'S got to be responsible for it!

I'm not saying that the game itself is fake, it's just that it's most likely that this was some ROM hack made by some random person(more than likely a Halo fan) that IGN somehow managed to get ahold of. I really doubt that this is even remotely official, & I also doubt that it was made by a real development studio, ESPECIALLY not for some big publisher.
