I recently developed a theory surrounding the first season of Pokemon in the dub, and unfortunately, this episode having been dubbed (even an unaired dub) doesn't fit with that theory.

Watching the Pokerap music video, you may notice that footage from the final two episodes of the original syndication package, Showdown at Dark City and March of the Exeggutor Squad, is never used. I first noticed this when I became curious as to why Pokemon that had perfectly usable footage in those two episodes (particularly Scyther, Electabuzz, Exeggcute, Exeggutor, and Charmeleon) were given stock artwork in the Pokerap like other Pokemon that didn't appear in the syndication episodes.

My theory is this - 4Kids originally received a package of 40 episodes up through Wake Up Snorlax, including Beauty and the Beach and The Legend of Dratini but NOT including Electric Soldier Porygon. When they realized that they would not be able to air two of the episodes (we KNOW that 4Kids received those two episodes in the original package because of footage they DID use), they added the next two episodes as last-minute replacements to keep the syndication package at an even 40 episodes (which allowed for an exact 8-week rotation period). Notice the language Eric Stuart uses in the interview in which he confirms the Dratini episode was never dubbed - he says that they were told to "replace" that episode when the network censors had issue with the guns. That may support this theory a bit.

As for Blaustein and Stuart saying this episode was dubbed? They dubbed 400+ episodes of this show, it's entirely possible they mistook it for another episode. Heck, it's possible that when they got to dubbing a "lost" episode (Beauty and the Beach) they assumed that that was the one. Or they could be 100% right and my theory is out of whack. But IMO it makes just as much sense as 4Kids dubbing an episode they knew the powers that be didn't want them to air, maybe even more so.
