Totoong Narco-list (transl. "True Narco-list") is a series of video uploaded on April 2019, which accused Paolo Duterte, son of Philippine president Rodrigo Duterte, for receiving money from a crime syndicate, and using the brother of his brother-in-law as a dummy for the transactions. The video features a hooded-figure identified himself as "Bikoy" against the dark background making the statements. All of the videos had been deleted since but not before the netizens manage to download all of the videos.

Background

In this video, it shows a hooded-figure named "Bikoy", who claimed to be formerly worked at the drug syndicate operating in Southern Luzon and Visayas. He claimed that he was involved in recording transactions how much money is allotted monthly in every leader in the syndicate. He left the syndicate and tried to begin a new life but the syndicate continued to track him and began to received death threats.

Summary of the video

In a video uploaded on social media, a hooded-figure named "Bikoy" showed a document called "TARA RECORD", supposedly to be an internal document that records the amount of funds allocated monthly for each so-called the "principal" of the illegal drug syndicate. Bikoy claimed to be aware of the transactions from 2010 to 2018. Bikoy cited former Davao City Vice Mayor Paolo Duterte, President Rodrigo Duterte's son, as a big time drug operator and the main principal because he allegedly receives the largest share in such a syndicate. The code name "POLODELTA" stated in the TARA record is said to refer to Paolo Duterte. In addition, Agriculture Undersecretary Waldo Reyes Carpio (brother of Davao City Mayor Sara Duterte's wife, Manases Carpio) was also involved in the syndicate and allegedly used the accounts as Paolo's dummy accounts. Paolo denied the allegations, stated that the content of the said video is just an invention and is said to be an imitation of Senator Antonio Trillanes. This is not the first time that Paolo has been implicated in the illegal drug trade.[1]

On April 10, another video entitled "Ang Totoong Narco List - Episode 3" was uploaded on YouTube, this time implicates senatorial candidate Bong Go, whom "Bikoy" claimed that Go is involved in an illegal drug trade and also has a dragon tattoo on his back allegedly "containing the alphanumeric code of his drug transactions."[2]

Reactions and aftermath

Presidential Spokesperson Salvador Panelo dismissed the video as black propaganda.[3] On April 4, 2019, President Duterte blamed the opposition party, which he called "yellows", saying that they are behind of making the video.[4]

It is revealed later that all of the videos are invented and scripted all along.[5] On May 6, 2019, Peter Joemel Advincula, who identified himself as "Bikoy", retracted the statement by claiming to the public that the videos were "orchestrated" by Liberal Party and Senator Trillanes.[6] He denied that Bong Go has a dragon tattoo on his back.[7] Opposition senators denied the involvement in making the video.[8]

On May 23, 2019, Advincula surrendered to the Camp Crame, where he retracted the statement by claiming to the public that the videos were "orchestrated" by LP and Senator Trillanes. He also said that he was set to receive ₱500,000 in exchange appearing in the video.[9] Advincula said that the statement in the five episodes were all scripted.[10]

On May 24, 2023, Advincula was found guilty of perjury by the Metropolitan Trial Court.[11]

Availability

The 5-episode videos were uploaded by a YouTube user named "Totoong Narco-list" in a timeframe of April 2 to 22, 2019, but all of the videos had been deleted from YouTube since.
