According to the official Tezuka Productions website, the character Ochanomizu would give awards to the best "Star System" actor based on their performance. Categories included "Best Actor," "Best Actress," etc. In the end, the Grand Prize was awarded to everyone.[1]

Ochanomizu, a central character in Astro Boy, would hand out rewards to different "Star System" characters.
