I took a look at it, and I think the game is extremely quick for me because it's a Win98 game, which is why you say it's buggy. I have a version of the game that I believe should work with DosBOX, but I haven't been able to get it to function under DosBOX. If anyone wants to mess around with time-correcting the software to make it playable, feel free to do so; this may solve the "bugginess" and potentially load the sounds and music properly as well.
