Even before the very first anime adaptation which aired in 1973, there was a proposal for a live-action anime film adaptation of Doraemon in 1972. In early 1972, Sōji Ushio created the proposal which is now auctioned. It was going to be produced by P Production and scheduled to air on Fuji TV in October 1972, but it was cancelled due to another program airing on Fuji TV on the date. Even though it was prototyped up to Doraemon's costume, it is unknown how far the proposal progressed,

Fun fact: Nobuyo Ōyama, who voiced Doraemon in the 1979 anime, was a candidate to voice Doraemon for the series. Links: [1] [2]
