I think that the Boss Theme (either the major or minor key) are going to be the scrapped boss theme that was reused in Sonic 4 Episode 1. Jon Burton said himself he didn't like the track, and that it would be replaced with something else.
Also, the Special Stage (not Tails) might be that other unused track found in one of the prototype builds.
